Alternating Current?
 "...You might wonder why the light doesn't flicker when the
electricity stops going one way and then starts going the
other. Well, actually it does! It is only because it
reverses or alternates so quickly that you don't notice the
flickering. Every time the electricity reverses direction it
is called a
cycle, and the normal house electricity cycles
60 times every second. That explains why you don't observe
the change -- because it happens so fast. If the number of
times it cycled or alternated was a lot less, say 5 times
per second, you
would be able to see the brightness of the
light change..."
