Can I run my old Windows programs on XP?

Possibly.  If your pre-XP program does not have a vendor upgrade patch for XP then you can try running the program in what's called Compatibility Mode.

To try, right click on the program's shortcut or executable and select Properties, then select the Compatibility tab and check click here Run this program in compatibility mode for , and then choose the version of Windows the program was created for below that, and then click OK.
This is for a Setting Compatibility Mode game program
You may need to come back and try the 256 color, disable Visual Themes, the lower resolution or disabling Advanced Text Services.  Try them one at a time and quit when you are successful.

This may not work, but hey, what ya got ta lose?!

TIP:  Do NOT use the Compatibility Mode technique (i.e. running pre-XP programs on XP) on system utilities, e.g. defrag, antivirus, or you may damage your system.
