CANCELLATION OF SPECIAL USE PERMIT SUSPENSION

This is in followup to my June 27 letter suspending a portion of the special use permit privileges granted to the Individuals Assembling For Expressive Activity and Meditation For Peace on June 17, 2003. My suspension letter closed Forest Development Road (FDR) #307 to vehicular use. The suspension was necessary to protect public health and safety.

I am cancelling the suspension; the special use permit privileges are immediately reinstated. My decision to reinstate the permit privileges is in response to many discussions with you and the group and the June 28 written responses describing the group's strategies and plans to more effectively handle not only vehicular travel and parking on FDR #307, but also to ensure that Forest Service officers are able to conduct their patrols and duties without harrassment and interference.

The plans submitted on June 28 by you and the group have been added as amendments to the permit operating plan. In addition, the operating plan has been amended to grant the request to place one emergency medical vehicle near the CALM unit. This vehicle will be used for emergency medical purposes only and should be clearly marked. In addition, the vehicle is authorized to use FDR #80804 when responding to medical emergencies.

I feel your responses are adequate and will help to ensure that this event is successful for all. I appreciate your cooperation in the past and look forward to continued cooperation in the future.
