This responds to your letter received April 3, 2003 at 8:08 AM via facsimile, which indicates your intent to apply for a noncommercial group use on the National Forest System lands.

In the letter you state your intent to apply for a noncommercial group use authorizatio and your hope that the special use permitting process will proceed as smoothly as possible. We, too, are hopeful this can occur and become a positive example for future events. We encourage you to submit a complete special use permit application for a noncommercial group use gathering as soon as possible to ensure adequate time to work through the permitting process. Please remember, the application must contain a request for specific location.

You also requested a meeting to discuss the 2003 national Rainbow Family gathering, possible site locations for the gathering, and the permit process. Unfortunately, the dates you have proposed are unavailable for my staff. Bob Kates, Concession Management Program Specialist, will be contacting you at the phone number listed in your letter to arrange a meeting date.
